What is included. Commonwealth measures that a reasonable reader would accept as bearing directly on
Australia’s energy security: fuel and gas supply adequacy, electricity reliability, network capacity, the
affordability of supply, the resilience of the supply chains and manufacturing base that energy depends on, the
physical and cyber protection of energy infrastructure, the workforce that builds and operates it, and the
governance and treaty architecture that holds it together.
What is excluded. State, territory and local government measures; emissions-reduction measures with no
material supply, reliability, price or resilience effect; and measures that have lapsed without a successor.
How the money is counted. Figures are those placed on the public record by the Commonwealth or reported
from Budget papers. Where an umbrella package and its components are both on the record, only the components are
counted, so totals do not double-count. Umbrella packages are marked and excluded from the dimension totals.
Concessional finance, refundable tax offsets, revenue underwriting and appropriated grant funding are different
kinds of commitment and are not economically equivalent — the totals are a measure of declared Commonwealth
involvement, not of cash outlay.
Dimension mapping. The primary dimension is the one the measure is principally designed to serve.
Secondary dimensions are recorded where a measure demonstrably serves more than one.
How the figures were checked. Every cited URL was retrieved over HTTPS and
the text of the page searched for each figure this map asserts, in the several ways such a figure is written
(A$5.3 billion, $5,300 million, $5300.00m).
PDF sources were read from their text layer. The result of that check is recorded against every measure and can be
downloaded above.
What a check does and does not establish. A confirmed figure is one that appears verbatim in the text of
a page that was actually retrieved. It is evidence that the number is on the public record where the map says it
is; it is not a judgement about whether the figure is current, complete, or counted on the same basis as the
Budget papers. A figure recorded as not found may be wrong, may be stated only in a document the harness could not
read, or may be phrased differently on the page. Where the check did not confirm a figure, confirm it against the
primary document before using it in a brief, a submission or an Estimates answer.
Hosts that refuse automated retrieval. Several sites — among them
aemo.com.au, iea.org and, intermittently,
dcceew.gov.au — answer an automated client with a refusal or a challenge page while
serving the same URL normally to a browser. Those sources are marked as blocked, not as broken: the link is
good, it simply could not be machine-read. Only a link returning 404 or 410 is reported as missing.
